Because of the significant decline in the size of the United Kingdom Merchant Navy in recent years, the Maritime and Coastguard Agency now has a seat on the Council of the Merchant Navy Welfare Board as a 'observer.' The Merchant Navy Welfare Board (MNWB) is a registered charity that was established in 1948 by the United Kingdom government as a result of the 'Seamen's Welfare Board.' At the time, the United Kingdom government was heavily involved with a large number of displaced seafarers
