The United States Maritime Administration (MARAD) is responsible for providing support for the technical aspects of the United States' maritime transportation infrastructure. These aspects include ships and shipping, port and vessel operations, as well as national security, the environment, and safety. They encourage the use of waterborne transportation and work to ensure that the infrastructure of this mode of transportation can be effectively integrated with that of other modes of transportation. In addition, MARAD keeps a fleet of cargo ships in reserve in order to offer surge sea-lifts whenever they are needed.
