Merchant ships in Finland must be registered. The Register is overseen by the Finnish Transport and Communications Agency Traficom and the State Department of Åland. Traficom oversees the Ship Register for all of Finland, excluding the Åland region. The State Department of Åland oversees the registration of ships in Åland. These two authorities are also in charge of handling ship mortgages.
