It was founded with backing from China Ocean Shipping (COSCO) predecessor China Polish Joint Stock Shipping Company, recognized as China's first Sino-foreign joint venture shipping company, and was approved by national and municipal transport authorities as the country's first specialized international ship management company.

The company provides third-party ship management services to international shipowners, covering technical management and a broader range of one-stop services. It maintains a global sales and client network and operates a managed fleet that has grown steadily since its founding.

In addition to ship management, CISMC offers ship trading services including vessel registration, classification, import/export agency, and financing/leasing support. It also operates a ship brokerage business, arranging chartering services for shipowners and other clients in the maritime sector.
